New York Representative Eric Massa announced Wednesday that he would be stepping down as Congressman from New York’s 29th congressional district. He cited health reasons for the sudden announcement. Massa is the latest in a string of United States Congresspeople to resign or not to seek reelection in 2010.

He said that he had his third non-specific cancer recurrence in December 2009. He implied that his cancer is terminal, saying “I will now enter the final phase of my life at a more controlled pace.”

He denied claims that his resignation is related to a sexual harassment accusation from a male aide. He said that this was untrue, although he admitted to using so called “salty language”.

Wikinews attends Maker Faire in Tyler, Texas

Wikinews attended the sixth annual Mini Maker Faire in Tyler, Texas, United States on Saturday. Similar to a giant science fair, the event featured a variety of science, engineering and technology projects and items.

An array of technologies were on hand including 3D printers, drones, and various other physics devices. The owner of the Make Crate subscription service stated her company’s products place a strong emphasis on teaching young people about technology and coding. A traditional blacksmith was also on hand displaying metal working techniques.

Numerous Maker Clubs from an array of local schools were on hand, displaying a broad swathe of tech projects. A group of amateur hobbyists diplayed a model of the deck of the aircraft carrier, the USS Ronald Reagan with a solenoid device hooked up to launch paper airplanes.

In Vancouver, a 20-year urban success story may yet have a sad ending. The city’s downtown population has doubled to 80,000 in the last 20 years thanks to Vancouver’s “Living First” policy – a planning strategy that favors residential development over commercial. And planners are expecting the population to reach more than 120,000 by 2030. But while downtown booms with people, business is busting. The International Herald Tribune reports that the city’s recently-released jobs and land-use study is estimating that downtown Vancouver may run out of commercial and office space within 5 years.

The ‘Vancouver problem’ is one that many cities in the United States could only hope to have. On the contrary, much effort has been put into bringing residential life back into the city centres. In Los Angeles, San Diego, Miami, and Washington, D.C. there has been a condominium boom in recent years, but these cities are far from the situation Vancouver faces now.

To counter the trend in Vancouver, planners are proposing changes to the city’s zoning regulations, including the passage of more lenient building height restrictions. But because residential developments are so much more profitable than commercial and office space, some public officials are proposing offering better incentives to the developers willing to build commercial. Another option is to expand the moratorium that was placed on new housing development in the central business district two years ago.

Translink is currently involved in a major expansion of the 49.5 km (30.8 mi) Skytrain system centred on downtown Vancouver. Construction of the Canada and Evergreen lines is underway. The former will be complete in 2009, and the latter in 2011.

Authorities in the Mexican state of Sonora arrested 7 state officials, from the state finance department, yesterday; and charged them with negligent homicide for the deaths of 47 children in a fire at a daycare centre that occurred earlier this month.

In 2005, the Hermosillo, Mexico daycare was advised to carry out repairs in a safety inspection went unheeded. It is felt that negligence contributed to the massive fire Friday afternoon, June 5, taking the lives of 47 toddlers and infants and injuring the majority of the 142 children being cared for by six staff who were also hospitalized.

The ABC Daycare Centre installed a brightly coloured tarpaulin as a ceiling below the high roof. In 2005 the owners were advised to remove the tarp, and equip emergency exits and the main exit with larger and wider regulation sized doors. The daycare owners did not make the recommended changes, and continued to receive contracts to operate and also passed subsequent safety inspections including one a couple of weeks before the fire.

Officials have determined that the fire began in the neighboring warehouse which was used by the northern Sonora state Finance Department and contained license plates, tires, and paperwork. Nobody was working Friday and this warehouse was locked with the air conditioner left running. The air conditioner overheated, short circuited and melted its aluminum housing which began flames in the paperwork below. This neighboring warehouse had no fire alarms, fire extinguishers nor water sprinklers installed.

“The fire was caused by the overheating of an air conditioner due to continuous and prolonged use,” said Eduardo Medina Mora, the Attorney-General.

The fire and smoke rose above the wall connecting the daycare and Finance Department warehouse, and was trapped in the daycare between the tarp and the warehouse ceiling. The daycare fire alarms were installed below the tarp, and did not alert the staff to the fire trapped above the tarp until the tarp itself caught fire which instantly dispersed smoke and flames onto sleeping infants below. One of the emergency fire exits was padlocked shut and could not be used the day of the fire by rescue teams.

Seven finance department officials have been arrested on negligence and charges of negligence are to be laid also against seven others. “They are employees and officials with the Finance Department who have a direct responsibility for the warehouse where the fire started,” said Abel Murrieta, the state Attorney General.

The fire chief of Hermosillo has been removed from his position.

The wives of two high ranking state officials operated the privately run daycare under contract from the Social Security Institute. These two state officials have resigned. The owners will be charged with negligence by the state’s Finance Department. The Social Security Institute will also begin a civil lawsuit against the owners. The head of the Social Security Institute has stepped down and others have been suspended.

United States Supreme Court Associate Justice Sandra Day O’Connor, 75, announced Friday her intention to retire from the court. She said she would be stepping down before the beginning of the court’s fall term, or when the Senate confirms a successor.

More than 10 years have passed since the last vacancy on the Supreme Court, the highest court in the United States. Justice Stephen Breyer was the last jurist appointed to the court; Breyer was appointed by President Bill Clinton. This will be President George W. Bush’s first opportunity to appoint a justice to the court.

Soon after the retirement was announced, President Bush held a short press-conference outside the White House where he praised O’Connor’s years of public service. O’Connor has served on the court for 24 years, since her appointment by President Reagan in 1981.

In July 20 2005 President Bush nominated John G. Roberts as the candidate for the post.

O’Connor was the first female justice, as well as the first from the state of Arizona.

The Internet Corporation for Assigned Names and Numbers (ICANN), a non-profit organisation based in California, United States to regulate internet domain names, will vote on Thursday for a proposal to allow the open registration of top-level domains (TLDs) for Internet addresses. If the proposal succeeds, then as soon as next year any entity with sufficient funds may be able to apply for ownership of a relevant TLD, so that, for example, web sites could have addresses ending in .paris, .ebay or .love.

The range of TLDs has traditionally been heavily restricted by ICANN, with most being country codes (such as .uk for the United Kingdom, or .jp for Japan) or related to the purpose of a website (like .com for commercial websites, .edu for educational sites, and .org for non-profit organisations).

Some existing owners of TLDs have already set up arrangements that have made use of their flexibility – for example, the countries of Tuvalu and the Federated States of Micronesia have leased many domains on their country code TLDs (.tv and .fm respectively) to entertainment websites based on the association with “television” and “FM radio”.

Commentators have pointed out that this may open the way for the controversial .xxx domain, proposed for sites with adult content, which ICANN has previously rejected. Its existence will not be guaranteed in the new system, however, as domain registration will be subject to an independent arbitration process, and granted only when the registrant can demonstrate “a business plan and technical capability”, and applications may be rejected on “morality or public order” grounds. While the proposal does not include registration fees, the TLDs are predicted to cost several thousand dollars, at least.

ICANN CEO Paul Twomey, speaking with the BBC, compared the opening of domains to the opening of real estate in the United States in the 19th century. “It’s a massive increase in the geography of the real estate of the Internet,” he said.

The ICANN International Public Meeting, which opened in Paris, France on Monday, includes workshops and public forums as well as the ICANN Board meeting.
