United States Supreme Court Associate Justice Sandra Day O’Connor, 75, announced Friday her intention to retire from the court. She said she would be stepping down before the beginning of the court’s fall term, or when the Senate confirms a successor.

More than 10 years have passed since the last vacancy on the Supreme Court, the highest court in the United States. Justice Stephen Breyer was the last jurist appointed to the court; Breyer was appointed by President Bill Clinton. This will be President George W. Bush’s first opportunity to appoint a justice to the court.

Soon after the retirement was announced, President Bush held a short press-conference outside the White House where he praised O’Connor’s years of public service. O’Connor has served on the court for 24 years, since her appointment by President Reagan in 1981.

In July 20 2005 President Bush nominated John G. Roberts as the candidate for the post.

O’Connor was the first female justice, as well as the first from the state of Arizona.

The Internet Corporation for Assigned Names and Numbers (ICANN), a non-profit organisation based in California, United States to regulate internet domain names, will vote on Thursday for a proposal to allow the open registration of top-level domains (TLDs) for Internet addresses. If the proposal succeeds, then as soon as next year any entity with sufficient funds may be able to apply for ownership of a relevant TLD, so that, for example, web sites could have addresses ending in .paris, .ebay or .love.

The range of TLDs has traditionally been heavily restricted by ICANN, with most being country codes (such as .uk for the United Kingdom, or .jp for Japan) or related to the purpose of a website (like .com for commercial websites, .edu for educational sites, and .org for non-profit organisations).

Some existing owners of TLDs have already set up arrangements that have made use of their flexibility – for example, the countries of Tuvalu and the Federated States of Micronesia have leased many domains on their country code TLDs (.tv and .fm respectively) to entertainment websites based on the association with “television” and “FM radio”.

Commentators have pointed out that this may open the way for the controversial .xxx domain, proposed for sites with adult content, which ICANN has previously rejected. Its existence will not be guaranteed in the new system, however, as domain registration will be subject to an independent arbitration process, and granted only when the registrant can demonstrate “a business plan and technical capability”, and applications may be rejected on “morality or public order” grounds. While the proposal does not include registration fees, the TLDs are predicted to cost several thousand dollars, at least.

ICANN CEO Paul Twomey, speaking with the BBC, compared the opening of domains to the opening of real estate in the United States in the 19th century. “It’s a massive increase in the geography of the real estate of the Internet,” he said.

The ICANN International Public Meeting, which opened in Paris, France on Monday, includes workshops and public forums as well as the ICANN Board meeting.

At least 38 miners are dead after methane exploded in an underground coal mine in Russia. 180 people made it out of the mine, and at least 7 of those were seriously injured. At least 217 miners were inside when the explosion occurred.

“Up to 45 people could have been at the epicenter of the blast. One hundred and eighty people have been brought out. Of these, five have life-threatening injuries. The fate of the other [trapped] miners is unknown. According to the (mining) company’s information, there were 194 workers and 23 engineering inspectors underground [when the mine exploded],” said a spokesman for Russia’s Emergency Ministry.

The explosion occurred at the Yubileynaya (Jubilee) Mine located in Novokuznetsk, Russia in the Kemerovo Oblast at approximately 7:40 a.m. local time on Thursday [11:40 p.m. eastern time on Wednesday]. Yuzhkuzbassugol currently owns the mining facility.

The mine has already received several violations, and according to Russia’s industrial safety agency the mine would likely lose its license to operate. “Such a decision could be taken after an inquiry into all the circumstances of the accident at the Yubileinaya mine. Particularly since we have already found violations at Yuzhkuzbassugol mines.”

The government of Saudi Arabia blocked access to Google‘s Web blogging service Blogger, Yahoo!‘s photo sharing website Flickr, and the diary service LiveJournal as well as some other websites through their nationally run Internet Services Unit (ISU) last Tuesday. As a result, English-speaking Saudis were prevented from publishing blogs, reading journals, or viewing pictures on Flickr.

The Saudi Arabian government uses a filtering service provided by the United States-owned company Secure Computing. Similar blocking services have been implemented in other countries, such as The People’s Republic of China.

In the past, the ISU had, on and off, blocked access to BlogSpot.com’s free hosting service. However, according to activist organization Reporters Without Borders, “blog services [applications] had not until now been affected by the ISU’s filters. The complete blocking of blogger.com, which is one of the biggest blog tools on the market, is extremely worrying. Only China had so far used such an extreme measure to censor the Internet.”

On Thursday, access to Blogger.com was restored, but Flickr and LiveJournal remained inaccessible. The ISU did not release any public statement about the blocking or restoration of service to any specific website.

It can help certain health and psychological conditions and achieve a mind and body balance. A healthy body is an outcome of a healthy mind. A mobile home in Seminole County, Florida burned down last night, leaving a man and his dog homeless. The cause of the blaze was determined as accidental.

Firefighters were alerted to a fire in a wooded area of Geneva at around 11 pm local time (0400 UTC) last night. By the time they reached the scene the house had already been destroyed and a brush fire had been started. It took them about two hours to extinguish the fire which engulfed the house and it took about 40 minutes to contain the brush fire. To combat the brush fire the Seminole fire department had to bring out equipment normally used to combat forest fires.

Firefighters were still on the scene up to eight hours later to ensure that the fire did not reignite. The man and his dog escaped from the house, however the man did sustain minor injuries. The Red Cross will assist the man with food, shelter and clothing for a few days.

A State Fire Marshal office investigator revealed that the fire was accidental and was caused by an unattended grill which ignited the house and subsequently the woods.

According to Médecins Sans Frontières the health care system in Sierra Leone causes loss of life because the poor cannot afford medical treatment.The maternal death rate and the child mortality rate in Sierra Leone are the highest in the world.Experiences of Médecins Sans Frontières had shown that free care or low fees lead to a dramatic increase in the number of patients.Nonetheless the national health system of Sierra Leone demands payment for all treatment with simple consultations costing as much as 25 days of income.According to Action Against Hunger the number of children with acute malnutrition has reached almost twice the level of the WHO‘s emergency threshold of 2% in the Moyamba district of Sierra Leone.

The Los Angeles Times writes that Sierra Leone, in spite of decades of foreign aid, has not yet increased the standard of living of its people considerably and 60% of the public spending of Sierra Leone come from other governments and nonprofit organizations.Since 2002 the country received $1 billion in aid but the infant mortality rate is almost the highest in the world, lower than Angola but higher than Afghanistan. The newspaper further reports that the United Nations state that 1 in 8 Sierra Leonean women die giving birth, as compared to 1 in 4,800 in the United States and that life expectancy in Sierra Leone is merely 41 years while in Bangladesh life expectancy reaches 60 years.

The government of Sierra Leone had expressed its intend to abolish user fees for women and children with a new plan for a fairer health care system that was to be revealed on the Sierra Leone Investment and Donor Conference, which was held in London on November 18 and 19.

“The Sierra Leone government has publicly stated its commitment to abolish user fees, and the UK government and other donors have promised to help,” said Seco Gerard, advisor at Médecins Sans Frontières’s analysis and advocacy unit. “What is crucial now is that Sierra Leone actually receives the necessary funding and technical assistance to realise this objective. It is time that words are being followed up by concrete action. If not, people who could otherwise be saved will continue to die needlessly every day.”

The Telegraph reports that president Bai Koroma was also hoping to secure a significant increase in aid donations with his new health plan.While Germany declined to support president Bai Koroma’s “Agenda for Change” and urged to give more consideration to women’s welfare the country received support from the European Union, DFID, UNIPSIL, World Bank, IFAD and the African Development Bank. From the pledges of $850 million the government of Sierra Leone was hoping for only about $300 millions could be secured, with attached conditionalities concerning the use of funding.

In a presentation at the Ministry of Finance and Economic Development in Freetown the Unicef representative for Sierra Leone, Mr. Mahimbo Mdoe, expressed gratitude about a pledge of about $1.3 million conveyed by the Ambassador of Japan to Sierra Leone, His Excellency Mr. Keiichi Katakami, and about earlier donations to UNICEF-Sierra Leone in the past years, amounting to over $20 million.The intended application of the funding is the goal to half child and maternal mortality by 2010, to introduce a social health insurance scheme, to improve equipment and to train health professionals.

More and more wheelchair users are playing sports every day some even on a professional level. There are several wheelchair sports associations and gaming opportunities for your wheelchair and you all you have to do is educate yourself regarding playing the game safely andfind out what options you have. The following information is just a few examples of what gaming opportunities you have.

Wheelchair basketball is a very common wheelchair sport. It was started over forty years ago by the Veteran s Association as a rehabilitation program, and over the years has grown in leaps and bounds. Today wheelchair basketball is a professional sport that offers more than 180 teams across the United States. Different versions of wheelchair basketball have spawned off of wheelchair basketball, and are very fun to play. Some even have lower, netted basketball rims that return the ball back to the players without having to chase it down.

In order to play wheelchair basketball, it is essential to have a lightweight wheelchair. Several sports wheelchairs are on the market today just for sports enthusiasts. And if you are an amputee, several prosthetic devices have been created to enjoy the sport even more. The most common upper body prosthetic the Super Sport, which is manufactured by TRS, Inc. comes in different sizes and was specifically designed for playing various sports including ball sports.

The Special Olympics added Boccia ball to its itinerary years ago, and it is game that can be enjoyed by all wheelchair users. You can play it either indoors or outdoors, and set up is a breeze. You need a target ball and six balls for each player. All you have to do is try and get your ball closest to the target ball thrown at the beginning of the game. Points are awarded based on the proximity of balls to that of the target ball.

Another wheelchair sport, quad rugby, was specifically designed for quadriplegics unable to play wheelchair basketball. It is a mixture of wheelchair basketball and ice hockey. In 1988 quad rugby players officially started the United States Quad Rugby Association, and has over 40 teams on its membership roster.

To play the game you must have two teams of four players each. Each player is classified based on impairment – .5 being the greatest impairment and 3.5 being the least impairment, and teams cannot not exceed an 8.

The players then have four 8-minute quarters in which the offense must carry the ball to their goal (on the other team s side of the court). The defense is constantly trying to prevent the other team from scoring. The team who reaches the other person s goal line most frequently wins.

Power soccer is another fun wheelchair sport that can rev the sport enthusiast s engine. Players in power soccer must have an electric wheelchair.

Two teams have two 30-minute halves to push the soccer ball over the other team s goal line. The team to reach the other person s goal most frequently wins.

So, just because you are in a wheelchair doesn t mean that you cannot enjoy sports activities. And based on the sport you choose to participate in, there are several wheelchair sports accessories available for you, including belts and harnesses, gloves, bags for carrying items, drink holders and specialty back supports.
