The United Nations has halted aid shipments to the Gaza Strip after Hamas’ Ministry of Social Affairs confiscated ten truck loads of flour and rice on Thursday. This is the second seizure of United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) aid by the ministry, which polices the Gaza Strip for Hamas. On Tuesday, UNRWA said that blankets and food were seized at gun-point from a distribution center.

Hamas has acknowledged the seizure and called it a “mistake.”

According to Hamas spokesperson Fawzi Barhoum, Social Affairs Minister Ahmed al Kurd has ordered “the aid to be returned to the agency if it turns out it is indeed its property.”

Barhoum further asserted that neither Hamas nor UNRWA was present when the trucks were loaded and crossed the border at Kerem Shalom. He blamed the drivers for assuming that the supplies must have belonged to Hamas.

Barhoum also said that Hamas appreciates UNRWA’s work and does not like to see its relief work to stop.

Meanwhile, UN Secretary-General Ban Ki-moon, through a spokesperson, demanded that Hamas immediately return the food to UNRWA. Ban also called on Hamas “to refrain from interference with the provision and distribution of humanitarian assistance in Gaza.”

Michèle Montas, the UN spokesperson, said that Ban “demands that Hamas immediately release the consignment of humanitarian goods it seized last night, in the second such incident this week, and to refrain from interference with the provision and distribution of humanitarian assistance.”

UNRWA said in a statement that aid will be halted until “the Agency is given credible assurances from the Hamas government in Gaza that there will be no repeat of these thefts.”

“They had been imported from Egypt for collection by UNRWA today,” the statement added. “The food was taken away by trucks contracted by the Ministry of Social Affairs. Two hundred metric tons of rice and 100 metric tons of flour were taken.”

Ban’s spokesperson, Montas, was asked whether UNRWA was favoring Fatah supporters over the rival Hamas. She ruled out that there was a political dimension to UN aid activities in Gaza.

“What we do is (to) give assistance to people who need it, regardless of their political affiliation,” said Montas.

According to the UN, the recent Israeli offensive killed 1,300 Palestinians, injured more than 5,300, and destroyed or damaged 21,000 homes amidst widespread damage to infrastructure. It says there is an urgent need for humanitarian aid, and cited Security Council calls for the unimpeded provision and distribution of such aid.

I’ll Have Another wins 2012 Preakness Stakes

The placement for first and second place at the 2012 Preakness Stakes could have been a replay of the Kentucky Derby earlier this month as I’ll Have Another came in first with Bodemeister behind in second. In this race, Creative Cause finished third.

By winning the Kentucky Derby and the 137th Preakness Stakes, I’ll Have Another has a chance at winning the US Triple Crown of thoroughbred horse racing. The final race I’ll Have Another would have to win is the Belmont Stakes, which will be held on June 9.

I’ll Have Another was not favored to win the Preakness Stakes and his odds were set at 3-1. Bodemeister, who was the favorite at 2-1 odds, was the speed horse again as he led the field for most of the race just as he did at the Kentucky Derby. This time, Creative Cause was following close behind in second by the time the field of horses reached the far turn. Just as in the Kentucky Derby, I’ll Have Another pushed faster in the final leg of the race. However, the Preakness Stakes finish was closer with I’ll Have Another squeezing by the pacesetter at the very end to win the race in 1:56.9.

Mexican jockey Mario Gutierrez has won his last four races with I’ll Have Another. He gave I’ll Have Another the credit for the finish, “No one put him in this race. He put himself into the race,” he said. Gutierrez said all he had to do was signal to the horse that it was time to challenge Bodemeister and the horse did the rest.

The winning horse is owned by financier J. Paul Reddam and trained by Doug O’Neill.

The Pimlico Race Course in Baltimore, Maryland was filled with a crowd of 121,309 to watch the Triple Crown hopeful. The last horse to win the Triple Crown was Affirmed in 1978.

THE HORSES

According to the official Pimlico website, the horses that competed this year in the Preakness Stakes by starting position include:

1. Tiger Walk is owned by Sagamore Farm, trained by Ignacio Correas IV, and was ridden by Ramon A. Dominguez.

2. Teeth of the Dog is owned by J.W. Singer. The thoroughbred is trained by Michael Matz and the jockey was Joe Bravo.

3. Pretension was the winner of the 2012 Canonero II Stakes. The horse is owned by Kidwells Petite Stable, trained by Christopher W. Grove, and was raced by Javier Santiago.

4. Zetterholm is owned by Winter Park Partners, trained by Richard E. Dutrow, Jr., and ridden by Junior Alvarado.

5. Went The Day Well is owned by Team Valor International and is trained by H. Graham Motion. His jockey was John Velazquez. This team won last year’s Kentucky Derby race with Animal Kingdom, and they took Went The Day Well to the 2012 Kentucky Derby.

6. Creative Cause is owned by Heinz Steinmann and trained by Mike Harrington. His jockey was be Joel Rosario. Creative Cause was part of the field at the Kentucky Derby, too.

7. Bodemeister, winner of the Arkansas Derby at Oaklawn Park, is trained by Bob Baffert. He is owned by Zayat Stables and his jockey was Mike Smith.

8. Daddy Nose Best was the winner of the Sunland Derby at Sunland Park and the El Camino Real Derby at Golden Gate and raced in the 2012 Kentucky Derby. He is owned by Cathy and Bob Zollars, trained by Steve Asmussen. His jockey was Julien Leparoux.

9. I’ll Have Another was the winner of the Kentucky Derby at Churchill Downs. He is owned by financier J. Paul Reddam, trained by Doug O’Neill and ridden by jockey Mario Gutierrez.

10. Optimizer is trained by D. Wayne Lukas, owned by tobacconist Brad Kelley of Bluegrass Hall LLC and ridden by Corey Nakatani. This horse raced also raced in the Kentucky Derby.

11. Cozzetti is trained by Dale Romans and was raced by Jose Lezcano The horse is owned by Albaugh Family Stables.

A BHP Billiton nickel mine at Leinster, 645Km northeast of Perth, Western Australia has halted operations after the death of a mine worker. WA Police say Mark Quinn, 32, an employee of mining contractor MacMahon’s, working about 900 metres underground, was killed in an explosion.

The cause of the explosion is not yet known. Department of Community and Employment Protection investigators have travelled to the site from Kalgoorlie to conduct an inquiry.

Global resources giant BHP Billiton Ltd./Plc, says employees are being briefed and counselled over the incident. The mine will remain closed until the investigation is complete. Police will prepare a report for the coroner.

According to media reports, no-one else was injured in the explosion – the cause of which is not yet known. The accident comes almost two years after a BHP Billiton worker died in a gas explosion at the Boodarie iron plant in Port Hedland, WA. The plant was then abandoned after the incident in May 2004.

In April 2004, a man was killed at BHP Billiton’s Nelson Point facility, also at Port Hedland in WA. In May 2000 a truck driver was killed at a BHP Pilbara iron ore operation in WA. BHP Billiton employ some 37,000 people at over 100 operations in 25 countries.

Coal mines in the United States’ West Virginia district were also suspended earlier this week, due to increased amounts of miners’ deaths.

Voters in California, Florida and Arizona voted on Tuesday to ban gay marriage, bringing about a victory for conservatives on a day which did not bring many conservative wins.

Meanwhile, voters in Colorado, South Dakota and California voted on measures which would have restricted abortion in those states. In Massachusetts and Michigan, voters passed measures that loosen marijuana laws. Finally, in the state of Washington a measure was passed that allows physician-assisted suicide.

The California ballot measure, Proposition 8, overturns the recent June ruling by the California State Supreme Court in the case In re Marriage Cases which reversed a 1977 statute passed by the California State Legislature and a 2000 ballot measure, Proposition 22, which also banned same-sex marriage by defining marriage as between a man and a woman. The wording of Proposition 8 is identical to Proposition 22. It was noted that many of the African-Americans and Latinos who cast their votes for Obama, also voted for the measure. The measure passed at 52% to 48%.

Lesbian comedian Ellen DeGeneres noted, “This morning, when it was clear that Proposition 8 had passed in California, I can’t explain the feeling I had. I was saddened beyond belief. Here we just had a giant step toward equality and then on the very next day, we took a giant step away.”

Okay, so I am taking that to mean I do not have to pay my state taxes because I am not a full citizen.

Singer Melissa Etheridge, who is also a lesbian, stated that she would no longer pay taxes due to the passing of Proposition 8, announcing in a blog post, “Okay, so I am taking that to mean I do not have to pay my state taxes because I am not a full citizen.”

Also in California, voters rejected a measure which would require parental notification for a minor to receive an abortion. The measure was rejected with the same percentage as Proposition 8, 52% to 48%. Meanwhile in Colorado, voters rejected a measure that would define life as beginning at conception. While the measure did not specifically mention abortion it would have required legislators and courts to confront legal rights for fetuses – effectively preventing abortion. The measure was defeated in a wide margin, 73% to 27%

In South Dakota, voters also defeated an anti-abortion measure which would have outlawed abortion in all cases except in the case of rape, incest or if the mother’s health was in serious question. If passed, the law would most likely have been challenged as unconstitutional.

In Michigan, voters approved a measure which legalizes medical marijuana. Meanwhile, in Massachusetts, voters approved a ballot question that decriminalizes possession of small amounts of marijuana in which the possession of an ounce or less would be punishable by a $100 fine. The measure will also require minors under the age 18 to participate in and complete a drug awareness program and do community service. Failure to do so, would net the minor a $1,000 fine.

“Tonight’s results represent a sea change. Voters have spectacularly rejected eight years of the most intense government war on marijuana since the days of ‘Reefer Madness,'” said Rob Kampia, executive director of the Marijuana Policy Project. “The people were ahead of the politicians on this issue; they recognize and want a more sensible approach to our marijuana policy,” said Whitney Taylor, the chair of Committee for Sensible Marijuana Policy, which backed the Massachusetts proposition.

Also, in Massachusetts, voters overwhelmingly, in every single Massachusetts city and town, rejected a ballot measure which would have eliminated the state income tax by 2010, the ballot measure was sponsored by the Committee for Small Government, which is headed up by two libertarians, Michael Cloud, a Libertarian Party candidate for U.S. Senate in 2002 and Carla Howell, Libertarian Party candidate for governor in the 2002 Massachusetts gubernatorial election.

The last time the income tax elimination measure was on the ballot was in 2002, where it was defeated, narrowly by 45.3%. This stunned supporters of the income tax, who mounted a fierce campaign against the measure this time warning Massachusetts residents that repealing the income tax would have drastic effects on the state’s finances, leading to cuts in services, education and local aid.

Finally, voters passed a question which bans dog racing in Massachusetts, which will lead to the closure of Massachusetts’ two greyhound racing tracks, Raynham-Taunton Greyhound Park and Wonderland Greyhound Park.

The campaign against dog racing was headed up by the Committee to Protect Dogs and endorsed by GREY2K USA and the American Society for the Prevention of Cruelty to Animals along with other animal protection organizations who claimed that dog racing was inhumane as the dogs were stuffed into cramped cages and endured injuries. The measure was opposed by the park owners including George Carney who owns the Rayham-Taunton park and Charles Sarkis, a restaurateur who owns Wonderland.

“We did it. We did it for the dogs,” said Carey Thiel, executive director of GREY2K USA. “For 75 years, greyhounds in our state have endured terrible confinement and suffered serious injuries. We’re better than that,” Thiel added.

One campaign supporter, Sandy Bigelow noted, “It means everything. We’ve worked so hard for the dogs and they heard us. It feels so good. Oh, God, it feels so good.”

George Carney said of the results, “It’s not a very pleasant thing right now. Some of these people have been here 40 years. Here’s a company that did nothing wrong, paid their federal taxes on time, paid the town on time. The town is going to be a severe loser, and a lot of people here dedicated their life to the company.”

We did it. We did it for the dogs.

Both sides used emotionally-charged advertisements, the anti-racing side showing “sad-eyed greyhounds,” while the pro-racing side highlighted the workers who would be out of work when the tracks close.

Both measures must now come before the Massachusetts Governor’s Council for approval.

A ballot initiative approved by voters in the north-western state of Washington will make it the second state to permit physician-assisted suicide. Initiative 1000 follows the ten-year-old example of the Death With Dignity Act of neighboring Oregon, and will allow physicians to prescribe a lethal dose of medication for a terminally ill patient to administer themselves. It was approved by a margin of 16%, and the ‘Yes’ campaign outspent the ‘No’ campaign by more than three-to-one. The law comes into effect in 2009.

The Nuclear ballistic missile submarines Triomphant, from France, and HMS Vanguard, of the British Royal Navy, collided deep under the middle of the Atlantic Ocean in the middle of the night between February 3 and 4, despite both vessels being equipped with sonar. The collision caused damage to both vessels but it did not release any radioactive material, a Ministry of Defence (MOD) official confirmed Monday.

A Ministry of Defence spokesman said nuclear security had not been breached. “It is MOD policy not to comment on submarine operational matters, but we can confirm that the U.K.’s deterrent capability was unaffected at all times and there has been no compromise to nuclear safety. Triomphant had struck ‘a submerged object (probably a container)’ during a return from a patrol, damaging the sonar dome on the front of the submarine,” he said.

A French navy spokesman said that “the collision did not result in injuries among the crew and did not jeopardise nuclear security at any moment.” Lack of communication between France and other members of NATO over the location of their SLBM deterrents is believed to be another reason for the crash.

According to Daily Mail, the vessels collided 1,000ft underwater in the Bay of Biscay (Golfe de Gascogne; Golfo de Vizcaya and Mar Cantábrico), a gulf of the North Atlantic Ocean. It lies along the western coast of France from Brest south to the Spanish border, and the northern coast of Spain west to Punta de Estaca de Bares, and is named for the Spanish province of Biscay, with average depth of 5,723 feet (1,744 m) and maximum depth is 9,151 feet (2,789 m).

Each submarine is laden with missiles powerful enough for 1,248 Hiroshima bombings, The Independent said.

It is unlikely either vessel was operating its active sonar at the time of the collision, because the submarines are designed to “hide” while on patrol and the use of active sonar would immediately reveal the boat’s location. Both submarines’ hulls are covered with anechoic tile to reduce detection by sonar, so the boats’ navigational passive sonar would not have detected the presence of the other.

Lee Willett of London’s Royal United Services Institute said “the NATO allies would be very reluctant to share information on nuclear submarines. These are the strategic crown jewels of the nation. The whole purpose of a sea-based nuclear deterrent is to hide somewhere far out of sight. They are the ultimate tools of national survival in the event of war. Therefore, it’s the very last thing you would share with anybody.”

First Sea Lord Admiral Sir Jonathon Band GCB, ADC of the United Kingdom, the most senior serving officer in the Royal Navy, said that “…the submarines came into contact at very low speed. Both submarines remained safe. No injuries occurred. We can confirm the capability remains unaffected and there was no compromise to nuclear safety.”

“Both navies want quiet areas, deep areas, roughly the same distance from their home ports. So you find these station grounds have got quite a few submarines, not only French and Royal Navy but also from Russia and the United States. Navies often used the same nesting grounds,” said John H. Large, an independent nuclear engineer and analyst primarily known for his work in assessing and reporting upon nuclear safety and nuclear related accidents and incidents.

President of the Royal Naval Association John McAnally said that the incident was a “one in a million chance”. “It would be very unusual on deterrent patrol to use active sonar because that would expose the submarine to detection. They are, of course, designed to be very difficult to detect and one of the priorities for both the captain and the deterrent patrol is to avoid detection by anything,” he said.

The development of stealth technology, making the submarines less visible to other vessels has properly explained that a submarine does not seem to have been able to pick out another submarine nearly the length of two football pitches and the height of a three-story building.

“The modus operandi of most submarines, particularly ballistic-missile submarines, is to operate stealthily and to proceed undetected. This means operating passively, by not transmitting on sonar, and making as little noise as possible. A great deal of technical effort has gone into making submarines quiet by reduction of machinery noise. And much effort has gone into improving the capability of sonars to detect other submarines; detection was clearly made too late or not at all in this case,” explained Stephen Saunders, the editor of Jane’s Fighting Ships, an annual reference book (also published online, on CD and microfiche) of information on all the world’s warships arranged by nation, including information on ship’s names, dimensions, armaments, silhouettes and photographs, etc.

According to Bob Ayres, a former CIA and US army officer, and former associate fellow at Chatham House, the Royal Institute of International Affairs, however, the submarines were not undetectable, despite their “stealth” technology. “When such submarines came across similar vessels from other navies, they sought to get as close as possible without being detected, as part of routine training. They were playing games with each other – stalking each other under the sea. They were practising being able to kill the other guy’s submarine before he could launch a missile.Because of the sound of their nuclear reactors’ water pumps, they were still noisier than old diesel-electric craft, which ran on batteries while submerged. The greatest danger in a collision was the hull being punctured and the vessel sinking, rather than a nuclear explosion,” Ayres explained.

Submarine collisions are uncommon, but not unheard of: in 1992, the USS Baton Rouge, a submarine belonging to the United States, under command of Gordon Kremer, collided with the Russian Sierra-class attack submarine K-276 that was surfacing in the Barents Sea.

In 2001, the US submarine USS Greeneville surfaced and collided with Japanese fishing training ship Ehime Maru (????), off the coast of Hawaii. The Navy determined the commanding officer of Greeneville to be in “dereliction of duty.”

The tenth HMS Vanguard (S28) of the British Royal Navy is the lead boat of her class of Trident ballistic missile-capable submarines and is based at HMNB Clyde, Faslane. The 150m long, V-class submarine under the Trident programme, has a crew of 135, weighs nearly 16,000 tonnes and is armed with 16 Trident 2 D5 ballistic missiles carrying three warheads each.

It is now believed to have been towed Monday to its naval base Faslane in the Firth of Clyde, with dents and scrapes to its hull. Faslane lies on the eastern shore of Gare Loch in Argyll and Bute, Scotland, to the north of the Firth of Clyde and 25 miles west of the city of Glasgow.

Vanguard is one of the deadliest vessels on the planet. It was built at Barrow-in-Furness by Vickers Shipbuilding and Engineering Ltd (now BAE Systems Submarine Solutions), was launched on 4 March, 1992, and commissioned on 14 August, 1993. The submarine’s first captain was Captain David Russell. In February 2002, Vanguard began a two-year refit at HMNB Devonport. The refit was completed in June 2004 and in October 2005 Vanguard completed her return to service trials (Demonstration and Shakedown Operations) with the firing of an unarmed Trident missile.

“But the periscopes are useless at that depth. It’s pitch black after a couple of hundred feet. In the movies like ‘Hunt for Red October,’ you can see the subs in the water, but in reality it’s blindman’s bluff down there. The crash could have been a coincidence — some people win the lottery — but it’s much more possible that one vessel was chasing the other, trying to figure out what it was,” Pike explained.

Captain of HMS Vanguard, Commander Richard Lindsey said his men would not be there if they couldn’t go through with it. “I’m sure that if somebody was on board who did not want to be here, they would have followed a process of leaving the submarine service or finding something else to do in the Navy,” he noted.

The Triomphant is a strategic nuclear submarine, lead ship of her class (SNLE-NG). It was laid down on June 9, 1989, launched on March 26, 1994 and commissioned on March 21, 1997 with homeport at Île Longue. Equipped with 16 M45 ballistic missiles with six warheads each, it has 130 crew on board. It was completing a 70-day tour of duty at the time of the underwater crash. Its fibreglass sonar dome was damaged requiring three or four months in Drydock repair. “It has returned to its base on L’Ile Longue in Brittany on Saturday under its own power, escorted as usual by a frigate,” the ministry said.

A Ballistic missile submarine is a submarine equipped to launch ballistic missiles (SLBMs). Ballistic missile submarines are larger than any other type of submarine, in order to accommodate SLBMs such as the Russian R-29 or the American Trident.

The Triomphant class of strategic missile submarines of the French Navy are currently being introduced into service to provide the sea based component (the Force Océanique Stratégique) of the French nuclear deterrent or Force de frappe, with the M45 SLBM. They are replacing the Redoutable-class boats. In French, they are called Sous-Marin Nucléaire Lanceur d’Engins de Nouvelle Génération (“SNLE-NG, literally “Device-launching nuclear submarine of the new generation”).

They are roughly one thousand times quieter than the Redoutable-class vessels, and ten times more sensitive in detecting other submarines [1]. They are designed to carry the M51 nuclear missile, which should enter active service around 2010.

Repairs for both heavily scraped and dented, missile-laden vessels were “conservatively” estimated to cost as much as €55m, with intricate missile guidance systems and navigation controls having to be replaced, and would be met by the French and British taxpayer, the Irish Independent reported.

Many observers are shocked by the deep sea disaster, as well as the amount of time it took for the news to reach the public. ”Two US and five Soviet submarine accidents in the past prove that the reactor protection system makes an explosion avoidable. But if the collision had been more powerful the submarines could have sunk very quickly and the fate of the 250 crew members would have been very serious indeed,” said Andrey Frolov, from Moscow’s Centre for Analysis of Strategies and Technologies.

“I think this accident will force countries that possess nuclear submarines to sit down at the negotiating table and devise safety precautions that might avert such accidents in the future… But because submarines must be concealed and invisible, safety and navigation laws are hard to define,” Frolov said, noting further that there are no safety standards for submarines.

The unthinkable disaster – in the Atlantic’s 41 million square miles – has raised concern among nuclear activists. “This is a nuclear nightmare of the highest order. The collision of two submarines, both with nuclear reactors and nuclear weapons onboard, could have released vast amounts of radiation and scattered scores of nuclear warheads across the seabed,” said Kate Hudson, chair of Britain’s Campaign for Nuclear Disarmament.

“This is the most severe incident involving a nuclear submarine since the Russian submarine RFS Kursk K-141 explosion and sinking in 2000 and the first time since the Cold War that two nuclear-armed subs are known to have collided. Gordon Brown should seize this opportunity to end continuous patrols,” Hudson added. Despite a rescue attempt by British and Norwegian teams, all 118 sailors and officers aboard Kursk died.

“This reminds us that we could have a new catastrophe with a nuclear submarine at any moment. It is a risk that exists during missions but also in port. These are mobile nuclear reactors,” said Stephane Lhomme, a spokesman for the French anti-nuclear group Sortir du Nucleaire.

Nicholas Barton “Nick” Harvey, British Liberal Democrat Member of Parliament for North Devon has called for an immediate internal probe. “While the British nuclear fleet has a good safety record, if there were ever to be a bang it would be a mighty big one. Now that this incident is public knowledge, the people of Britain, France and the rest of the world need to be reassured this can never happen again and that lessons are being learned,” he said.

SNP Westminster leader Angus Robertson MP for Moray has demanded for a government statement. “The Ministry of Defence needs to explain how it is possible for a submarine carrying weapons of mass destruction to collide with another submarine carrying weapons of mass destruction in the middle of the world’s second-largest ocean,” he said.

Michael Thomas Hancock, CBE, a Liberal Democrat Member of Parliament for Portsmouth South and a City councillor for Fratton ward, and who sits on the Commons defence committee, has called on the Ministry of Defence Secretary of State John Hutton to make a statement when parliament sits next week.

“While I appreciate there are sensitive issues involved here, it is important that this is subject to parliamentary scrutiny. It’s fairly unbelievable that this has happened in the first place but we now need to know that lessons have been learnt. We need to know for everyone’s sakes that everything possible is now done to ensure that there is not a repeat of the incident. There are serious issues as to how some of the most sophisticated naval vessels in the seas today can collide in this way,” Mr. Hancock said.

Tory defence spokesman Liam Fox, a British Conservative politician, currently Shadow Defence Secretary and Member of Parliament for Woodspring, said: “For two submarines to collide while apparently unaware of each other’s presence is extremely worrying.”

Meanwhile, Hervé Morin, the French Minister of Defence, has denied allegations the nuclear submarines, which are hard to detect, had been shadowing each other deliberately when they collided, saying their mission was to sit at the bottom of the sea and act as a nuclear deterrent.

“There’s no story to this — the British aren’t hunting French submarines, and the French submarines don’t hunt British submarines. We face an extremely simple technological problem, which is that these submarines are not detectable. They make less noise than a shrimp. Between France and Britain, there are things we can do together….one of the solutions would be to think about the patrol zones,” Morin noted, and further denying any attempt at a cover-up.

France’s Atlantic coast is known as a submarine graveyard because of the number of German U-boats and underwater craft sunk there during the Second World War.

Italian Prime Minister, Romano Prodi, delivered his resignation today to the country’s President Giorgio Napolitano. The decision came following an embarrassing loss suffered by the Italian government on a foreign policy vote in the Italian Senate, concerning the engagement in Afghanistan and after a political split in the government coalition about the planned expansion of a U.S. Army base in Vicenza, in Northern Italy.

President Napolitano will begin consultations among Italian party Leaders on the next Thursday: according to the Italian Constitution, the President can send back Prodi to the Chambers for a vote or might choose another Prime Minister who might have enough support to put together a new government, or could be forced to dissolve the Parliament and call for new elections.

In the meantime, the President asked the government to stay on in a caretaker role.

Prodi has been Prime Minister for nine months.

Following the first day’s events at the 2008 Taipei International Book Exhibition (TIBE), organisers used today as an opportunity for a number of autograph sessions, the announcement of awards and a focus on the Taipei World Trade Center‘s Hall 3 where children’s activities and seminars were being held.

The Kids’ Book Hall, which was created with cooperation from the Regional Association of Educational Materials, saw a new addition this year in the form of the “Taiwan Stationery” pavilion. The display included a variety of paper products not only for children, but for small-business and general usage.

In order to promote some conceptions on environment and recycling, Yuen Foong Yu Paper Mfg. Co. Ltd. sponsored the exhibition with recycled poster container and corrugated-fiberboard, which was used to design several nature scenes, and the material will be reusable in the future.

Participants also held several seminars at TWTC Hall 1 for reading population promotion, for example, a Taiwanese version of a famous magazine named “Kagakuru”. Aimed at science education, imported by Taiwan Mac Education, and promoted by several academic professionals in Taiwan, the magazine will be released on March 3, 2008.

Wednesday, March 30, 2005UN Secretary General Kofi Annan has been cleared of wrongdoing in an investigation of charges that he influenced the UN to award aid-screening contracts in Iraq to Swiss company Cotecna Inspection Services, which employed his son Kojo Annan. The investigation was led by former US Federal Reserve Chairman Paul Volcker, who said that the investigation initiated by Kofi Annan should instead have been referred to UN’s independent watchdog agency. The report issued was called by the secretary general a “second interim report” in his statement reported in the New Zealand Herald. The commission will issue its final report in the northern hemisphere summer of 2005.

While Kofi Annan was exonerated, two of his staff members, Iqbal Riza and Dileep Nair, were criticized by the report. Riza allegedly shredded documents related to the contracts under investigation after the secretary general ordered that they be retained. The New York Times said that Nair was “faulted for appointing a person to a high-level post with oil-for-food responsibilities who did almost no work on the program”.

According to the New York Times, the Secretary General said “I am deeply saddened by the evidence to the contrary that has emerged, and particularly by the fact that my son had failed to cooperate fully with the inquiry”. The Guardian reports that Annan’s son concealed from his father the fact that Cotecna continued to pay him for 6 years after “he left Cotecna in 1998”. It was not clear from the Guardian report why Cotecna was paying Kojo Annan if he had indeed left the company.

Asked whether he planned to step down as Secretary General, as called for by US Republican Senator Norm Coleman, among others, Kofi Annan responded, “Hell, no!” according to Ewen MacAskill of the Guardian, as well as an unattributed Sydney Morning Herald article. Senator Coleman continued to press forward with his criticism of Annan and calls for his resignation despite the report’s findings.
