U.S. President George W. Bush and Congressional leaders from both political parties have reached agreement on US$150 billion in tax relief in an effort to help stimulate the United States economy. VOA White House Correspondent Scott Stearns has the story.

The agreement includes provision to give up to US$600 in tax rebates to millions of wage earners and an additional US$300 refund for each child. It allows businesses to immediately write off 50 percent of capital equipment purchases.

President Bush says it is an effective, robust and temporary set of incentives that will boost the economy and create new jobs.

“This package has the right set of policies and is the right size,” he said. “The incentives in this package will lead to higher consumer spending and increased business investment this year.”

The president says he knows Americans are concerned about their economic future, with the challenges of higher energy prices and a falling housing market slowing growth.

President Bush is urging the House of Representatives and Senate to pass the agreement as soon as possible.

“We have an opportunity to come together and take the swift, decisive action our economy urgently needs,” he added.

Stock markets around the world dipped sharply early this week amid widespread fears of a U.S. recession and its potential to drag down foreign markets as well.

The stimulus deal was an unusual display of bipartisanship in Washington, with Democrats and Republicans in the House making concessions to get the deal done quickly.

Republicans dropped a provision that would have allowed businesses to reclaim taxes previously paid. Democrats dropped their demands for increases in food stamps and unemployment benefits.

This bipartisan package should be acted upon rapidly and can help alleviate the economic pain felt by millions of Americans.

House Speaker Democrat Nancy Pelosi says she is not totally pleased with the package, but knows it will help stimulate the economy.

John Boehner is the leader of Republicans in the House of Representatives. He says it was not easy for Republicans and Democrats to agree on a plan, but he is confident it is in the best interests of the nation.

“This agreement is a big win for the American people,” he said. “It will stimulate our economy in the most direct and effective way possible by putting money in the hands of middle income American families and by giving businesses incentives to create and build new jobs in our country.”

Treasury Secretary Henry Paulson was the president’s lead negotiator with Congress.

“I know the work isn’t done yet,” he noted. “As the Speaker said, we’ve got more to do. And I am looking forward to working with the Senate and working with the House to get a package as soon as possible, because, again, speed is of the essence.”

Senate Majority Leader Democrat Harry Reid says he wants to get the plan to the president for signature by February 15. But changes in the Senate may slow passage of the package, as Reid says senators may consider restoring provisions to extend unemployment benefits.

Chinese short movie mocks Kim Jong il and his secret agent

North Korea’s 007, a currently very popular short movie by some Chinese netizens, mocks Kim Jong Il and his secret agent buying Hennessy XO wine from Chinese black market.

As of 3:27 AM, January 20, 2007, China Standard Time, the movie has been watched 1,993,567 times on a single site (6rooms.com) and received 1620 comments.

The talks between the North Koreans are in English; the talks between the agent and the Chinese are in Chinese (now featuring English subtitles). The story part situated in China is as follows:

The agent first went to a grocery where he didn’t find XO, then to a wine store which sells XO, but he complained about the price being much more expensive than the price quoted on the Internet. His accent surprised a girl who recognized his North Korean identity and the saleswoman rejected his buying due to “resulting UN security council penalty.” The agent left the store and a white-coated fat man (a black market wine seller) and a black-coated man followed.

The agent checked in at a hotel and received 3 phone calls; one from his commander urging him forward on the mission, one from a whore offering “special service” (to whom the agent replied with “Yes, I need, I need a bottle of XO!”), and one from the fat man asking him to go to a disco bar for XO trading. He went to the bar and watched the fat man dancing to “We Were Forced to Be Gangs” (the music is Michael Jackson’s “Beat It”). The fat man found the agent’s money was fake (which the agent explained was because North Korea wanted to “ease the pressure that the hostile West put on China for currency appreciation”) and a fight ensued. The fat man was defeated and said “Your country is not based on honesty” while the agent said in his mind, “No honesty for your revisionist country.”

The agent is about to cross the China-North Korea border and the black-coated man caught up and defeated him by breaking his “Kim Jong Il medal” (which is a devastating psychological strike to North Koreans). The black-coated man revealed himself to be George W. Bush and some Chinese bystanders questioned him on why he hung Saddam (“One Saddam is down but a million Saddams will be up!”) and drove him away. The curious Chinese bystanders accidentally broke the agent’s XO which resulted in another devastating episode. The white-coated fat man reappeared and said he saw the whole event and was impressed by the agent and gave away another bottle of XO to him.

The agent returned to North Korea and presented the XO to Kim Jong Il (on their way to Kim’s residence their eyes were covered in order not to “give the Americans a chance to pinpoint Kim’s precise location”). Kim immediately died because the wine was faked and poisonous.

Treasury documents released today under the Freedom of Information (FOI) act reveal that Australians could face up to an A$863 rise in household costs per annum if the government proceeds with its plans to put a tax on carbon emissions.

The documents reveal an a annual price rise of $218.40 for electricity, $114.40 for gas, $187.20 for petrol and $88.40 for food for the average household. The treasury modelling was based on a $30 carbon tax, but also estimated other prices such as a $40 tax which predicted a rise of over $1,100 to the average household’s annual budget. However, they do not take into account the compensation deals and offsets promised by the government if a price is put on carbon.

After viewing the treasury modelling, Treasurer Wayne Swan and Climate Change Minister Greg Combet released a joint statement saying without the finalization of compensation packages it is too early to predict price rises. “No final decisions on the starting price or assistance have been taken and therefore it is far too early to speculate on any potential price impacts,” the statement said. Until the final design and modelling have been settled, anyone who uses these figures to scare families about prices is engaging in a dishonest, misleading scare campaign.”

Opposition Leader Tony Abbott said the figures demonstrated the toll a carbon tax would have on Australian families. This just demonstrates that the Government has known all along that its carbon tax won’t clean up the environment but it will clean out your wallet,” he said. That’s right and this is $863 a year in extra burden that the Australian people shouldn’t have to pay. This is an $863 a year hit on families’ cost of living. Families are doing it tough as things stand. They don’t need a bad situation made much, much worse by Julia Gillard’s carbon tax.”

The Australian Chamber of Commerce and Industry (ACCI) has also officially opposed the adoption of a carbon tax. A resolution was passed by all 30 members at their general meeting to reject the Federal government’s plan.

Researchers with the University of Calgary in Canada have found that prolactin, a hormone produced during pregnancy, may reverse the progression of multiple sclerosis (MS), according to a paper published this week in The Journal of Neuroscience.

The study, led by Drs. Samuel Weiss and V. Wee Yong of the Hotchkiss Brain Institute, compared virgin and pregnant mice with MS-like lesions introduced by lysolecithin, a chemical which destroys the myelin sheaths around neurons. They found the pregnant mice developed smaller lesions and fewer damaged neurons, and showed signs of repaired neurons. They also found the pregnant mice had higher levels of cells called oligodendrocytes, which create myelin and are able to repair some damaged neurons through remyelination. Because prolactin regulates the levels of precursors of oligodendrocytes, the scientists hypothesized that prolactin levels were responsible for the differences in damage. They also tested virgin mice given additional prolactin, and found results similar to pregnant mice.File:Monthly multiple sclerosis MRI.gif

Previous studies have shown that other hormones could reduce myelin damage, but this is the first study to show a mechanism to reverse myelin damage, and establish an empirical connection between that mechanism and pregnancy. Dr. Weiss says, “It is thought that during pregnancy, women’s immune systems no longer destroyed the myelin. However, no previous study has tested whether pregnancy actually results in the production of new myelin, which may lead to improvement of symptoms. “We’re excited about this result because it suggests to us that prolactin has the potential to be used to enhance the production of new myelin.”

Dr. William McIlroy, national medical advisor for the Multiple Sclerosis Society of Canada, explains the significance of this study: “The results of this study should be well received by people living with MS today. It represents a new insight of how we might be able to reverse some of the effects of the disease and improve the quality of life for those who live under its influence.”File:Prolactin.png

Dr. Luanne Metz, director of the Calgary MS Clinic in the Department of Clinical Neurosciences, University of Calgary and Calgary Health Region, adds, “This discovery has the potential to take MS therapy a step further than current treatments that stabilize the disease in its early stages. By promoting repair, which is the goal of prolactin therapy, we have hope of actually improving symptoms in people with MS.”

Further animal studies need to be done to examine the possibility of side effects, such as lactation in men and non-pregnant women, as well as increased inflammation which could worsen the MS. Researchers believe human trials may begin within a few years.

Funding and support were provided by the Canadian Institutes of Health Research and the Multiple Sclerosis Society of Canada, the Alberta Heritage Foundation for Medical Research and the Stem Cell Network.

MS is an autoimmune disease of the central nervous system where the body attacks the fatty myelin which helps nerves carry electrical signals, causing muscle weakness and spasming which may lead to disability. MS affects approximately one of every 1000 people in North America, northern Europe and Australasia.

The Greek parliament has approved an austerity bill proposed by the government to help rescue the country’s ailing economy.

The proposal, which includes increases in taxes, as well as salary and pension cuts, passed with 172 members of parliament supporting, 121 opposing, and several abstaining; the proposal needed at least 151 votes to pass. There are 300 total parliament seats.

The vote comes after a debate that took the entire day. Meanwhile, rallies and strikes are being held around the country to protest against the measures; the protests have occasionally turned violent, with a firebomb attack on a bank killing three people yesterday.

The Eurozone and the International Monetary Fund had asked for austerity plans to be implemented so that Greece can access a rescue loan package worth US$146 billion in order not to default on debts. The austerity programme is estimated to save $38 billion. Greece also aims to lower the public deficit to less than 3% of the GDP in four years; at the moment it is at 13.6%.

Prime minister George Papandreou described the situation to parliament ahead of the vote, saying: “The situation today is simple – either we vote and implement the deal or we condemn the country to bankruptcy […] The future of Greece is at stake. The economy, democracy and social cohesion are being put to the test.”

Papandreou also expelled three Social deputies from his parliamentary team when they abstained from voting; however, his bloc still has a parliament majority of 157 MPs.

Finance minister George Papaconstantinou also commented that Greece will default on some of its $12 billion debt on May 19 if action is not taken, saying: “The state’s coffers don’t have that money. And because the only way for the country to avoid bankruptcy and suspension of payments is to take the money from our European partners and the International Monetary Fund.”

Opposition parties, however, say the measures will put too heavy a burden on the populace; the leader of the conservatives, Antonis Samaras, commented: “The dose of the medicine you are administering is in danger of killing the patient. You know that these measures have sparked a social explosion […] The citizens of this country have to believe there is a way out. Because whoever cuts pensions of €700 cannot convince anyone.”

In Beirut, the capital of Lebanon, the Internal Security Forces (ISF) found bomb-making equipment in three separate caches on Thursday, two days after a bomb was discovered in Beirut. This had stroke fears among many Lebanese who were still dramatized by recent bus bombings and street clashes. A wooden box, armed with nineteen TNT sticks, was found in Beirut’s Christian neighborhood, Achrafieh, by a scrap collector. The box was found in a dumpster on Hikmeh Avenue leading to Corniche al-Nahr, facing the Murr Television Station and the Mont Liban Radio building.

The box of TNT sticks was found approximately at 8:30 a.m. The police immediately rushed to the scene and cut off the city from the public to disarm the bomb.

Half an hour later, employees of Lebanon’s privatized waste management company, Sukleen, found an aluminum box packed with thirteen detonators. The box was found about 200 meters away from the wooden one.

By the end of the day, bombs were found on the road leading to the Kesrouan village of Ghbaleh, the National News Agency (NNA) reported. However, NNA stated that the bombs were not meant to explode. ISF’s investigation was immediately conducted.

A giant, smiling Lego man was fished out of the sea in the Dutch resort of Zandvoort on Tuesday. Workers at a drinks stall recovered the 2.5-metre (8-foot) tall toy which had a yellow head and a blue body.

“We saw something bobbing about in the sea and we decided to take it out of the water. It was a life-sized Lego toy,” said one worker at the stand. At least one witness says that the toy came from the direction of England.

Upon his chest are the words ‘No Real Than You Are’, the meaning of which is still unknown, but one website says that the giant toy is a promotional stunt for an artist by the name of Ego Leonard who is believed to be “aiming to document small pieces of beauty from round the world.”

It seems the giant toy was built for “Dance Valley” http://www.egoleonard.com/dancevalley/dancevalley.html . It is not known how he ended up in the sea, but has since been placed on display at the drink stand.
