Ten-ton ice cube melting in Seattle park

A cube of ice, weighing about ten tons (about 9000 kg) and measuring 80 inches (2m) per side, is melting in Seattle, Washington’s Occidental Park. The temporary art installation, set up yesterday morning, “showcases the stages of the natural water cycle as the ice shifts from opaque to translucent”, the artists said.

The project is part of the Seattle Design Festival, and was designed by Olson Kundig Architects’ Clay Anderson, Noah Conlay, Jarri Hasnain, Gregory Nakata, and Mark Olthoff. Crews began assembling blocks yesterday morning and had stacked all 64 blocks in place by 8:00 am.

It is not certain how long the 64 blocks of ice that make up the cube will take to melt, and discovering how the process unfolds is part of the intent. Olson Kundig contacted University of Washington meteorologist Cliff Mass to try to estimate the time it would take to melt, which Mass called “not a trivial calculation”. He said the variables included how much sun warms the block, in turn dependent on cloud cover; condensation on the block’s surface, thus variables like humidity, temperature, and wind; and heat conduction, both from the ground and from the surrounding air.

The installation inspired photographers at The Seattle Times, and under the hashtag #ok_icecube at Instagram and Twitter.

The ‘Invitational Games for the Deaf, Taipei 2008’ started yesterday in Taipei, Taiwan. After table tennis and soccer, events from martial arts including karate, judo, and taekwondo were featured mainly in the 2nd matchday. Unlike the taekwondo event which applied a single elimination rule, events from karate and judo applied round robin rules in their competitions.

Athletes from 7 nations including Argentina, Chinese Taipei (the host), Greece, Hong Kong, Japan, South Korea, Turkey, and the United States were among the main participants this event. As of the most recent lead check, European and American athletes threatened athletes from East Asians with what appeared to be a greater strength.

Guler Muhammed from Turkey accomplished a new record to win his gold medal in Men’s 58kg class. But European and American spectators were witnesses to the performance from the host after Bo-cong Lin and Szu-jou Lu won gold medals from “Men’s 58kg to 68kg” and “Women’s 49kg to 57kg” classes.

The karate event distinguishes classes with different weights, men’s are under 65kg, under 75kg, and over 75kg; women’s just differed with classes at 60kg.

Juan Matias Diaz from Argentina shone in the battlefield with a 3rd-straight-win, to win his gold medal in Men’s under 65kg class; but in Men’s under 65kg class, Russian athlete Evgeniy Pavlyuchenko had to give up, and Takahiro Kojima won his gold medal by defeating his teammate Akinobe Miyashita.

In judo, it was the first time ever that two athletes both won bronze medals in the same class since this invitation games began yesterday. In the men’s under 60kg (class), Akio Kira made a 4th-straight-win to win the gold medal, his teammate, Tomohiro Higashi won bronze medal with local athlete Wei-lun Hsu having the same scores in this class. Jinsub Byeon from South Korea, Sergey Belyaev from Russia, and Susana Monteggia from Argentina, won their gold medals in men’s 60.1kg to 66kg, men’s 66.1kg to 73kg, and women’s 57.1kg to 70kg classes.

Eight months after a catastrophic earthquake, Wikinews has investigated the devastation caused in February and the reconstruction of Pichilemu, Chile. The February 27 earthquake and a subsequent tsunami completely destroyed Pichilemu’s most coastal street and its oldest villages. Wikinews has also had access to the original design plans of the new kiosks in Pichilemu, and conducted an interview with merchant Alejandro Mella, known locally as the King of the Cochayuyo (“El Rey del Cochayuyo”), who lost his kiosk after the earthquake.

Pichilemu is a coastal city in the O’Higgins Region of Chile, known as one of the “best surfing spots” in South America. Its current Mayor is Roberto Córdova Carreño, who was elected internally by the Councillors of the city in September 2009, after several political controversies that ended with three Mayors being displaced.

The territory of Pichilemu has a surface of 7,491 square kilometers, and comprises at least 24 villages, such as Ciruelos, Rodeíllo and Espinillo (the latter two also severely damaged by the March 11 earthquake). Pichilemu is the most popular beach in O’Higgins Region, and many tourists visit it every summer.

The earthquake took place in what is considered the “last weekend in the summer;” on Saturday, February 27, 2010 at 03:34 local time (06:34 UTC), while almost all Chileans were sleeping. Hours earlier, on Friday, thousands of people had arrived at Pichilemu. “The house moved from side to side. I really thought it was going to fall. It was 3 or 4 minutes long,” Diego Grez, a Chilean student who was in Pichilemu at the time of the quake, told Wikinews in an interview.

A concert was being held at the One Discotheque when the earthquake occurred. It is said that the audience panicked and fled outside the discothèque, and then to the La Cruz Hill. Most tourists fled outside the city right after the earthquake occurred, but many others opted to stay in the La Cruz Hill or the village of Pueblo de Viudas, which are the higher points in the city.

“Pichilemu is the symbolic beach resort in the Sixth Region [of O’Higgins], so it was not strange to even think that [during] the last weekend before the entrance to school, many people would be going to take advantage of it to take a vacation; and that’s what happened,” reported El Rancagüino, the most important newspaper in O’Higgins Region, on February 28.

The only radio broadcasting in the area was Entre Olas, directed by Jorge Nasser, which also helped Pichileminians know what happened in other affected places by the earthquake, as they re-broadcasted the audio of Televisión Nacional de Chile (National Television of Chile). On the day of the earthquake, the station reported that a local police truck had crashed near La Cruz Hill. There was no tsunami warning, and Mayor Córdova was away on holiday when the earthquake struck.

“Those who live in Pichilemu, and those who were visiting it, were surprised by the giant waves that annihilated its beach and reached the city’s square, destroying everything on their way,” reported El Morrocotudo on February 28. “The most tough thing occurred when the firefighters’ alarms sounded twice, and the people in the hill began to yell ‘tsunami!’,” journalist Tania Arce told the newspaper.

The earthquake destroyed one of Pichilemu’s oldest and iconic buildings, the post office, which was demolished in July. The urban centre of Pichilemu was not severely damaged by the earthquake, but its subsequent tsunami caused most of the destruction. The Agustín Ross architecture in the city (three of his buildings are National Monuments of Chile) was damaged. Agustín Ross Balcony was completely destroyed.

According to SHOA, the Hydrographic and Oceanographic Service of the Chilean Navy, the tsunami triggered by the earthquake first reached Pichilemu, at 03:48 (06:48 UTC). A second wave came at 04:15 (07:15 UTC).

Policeman José Arévalo was the only person to warn residents that a tsunami was approaching. Arévalo was patrolling the Las Terrazas beach, when the earthquake occurred. He told El Rancahuaso there were around 25 people in the beach. “Right after the quake, he noticed the sea had shrank around 500 meters inside. He took his megaphone, and shouted people should leave the place instantly.” “The sea is coming out! The sea is coming out!,” he shouted. “The warning was also preceived by nightclubs and pubs surrounding the costanera. Then, the tragedy occurred. The sea destroyed everything on its way,” El Rancahuaso reported. “It all was really quick. Everyone is safe, luckily [..] It’s something unforgettable to me, I’m proud I saved all of those lives,” Arévalo added.

The tsunami destroyed restaurants, hotels, kiosks, the Fishermen Store (Caleta de Pescadores), surf schools, the Agustín Ross Balcony (located right in front of the Las Terrazas beach) and houses near the costanera (the nearest street to the beach), and flooded the building of the Government of Cardenal Caro Province, the boarding school of Pichilemu, the city square (Arturo Prat Square), and the Supermarket El 9.

A local worker, Ricardo Vivanco, also known as “El Gordo” (“The Fat one”), almost was killed by a tsunami, ignoring warnings by the Police and the Fire Bureau. Vivanco was drunk, and went down to the Las Terrazas beach with his friends. The wave washed him away, and was hit on the Agustín Ross Balcony’s wall. His friends recorded a video and uploaded it to YouTube.

It was reported by Radio Entre Olas on February 27, that the tsunami had provoked massive damage in Punta de Lobos, Pichilemu’s most popular beach. The owner of Entre Mar, an hotel and restaurant in that beach, said the tsunami had destroyed all of his buildings there.

The village of Espinillo was badly damaged, and approximately 600 people were made homeless by the earthquake, Teletrece reported on March 16. “We are keeping the government informed, we’re also organized with some churches [sic, religious organizations] that are working voluntarily in Espinillo, Los Boldos, Alto Ramírez […] We thank a lot their work, that is not to give them mediaguas [temporary tenements], but something definitive, but I also think they need resources to do it,” Mayor Córdova said.

On March 11, Chile was hit by a second earthquake, that reached a magnitude of 6.9, and that occurred 40 kilometers southwest of Pichilemu. It occurred at 11:39 local time (14:39 UTC), while the new President Sebastián Piñera was sworn in.

A tsunami warning was issued by SHOA, between Coquimbo and Los Lagos regions. People in Pichilemu fled again to La Cruz Hill. Military authorities assured people in the hill they were going to be safe there, and that it was unlikely a tsunami was going to hit again Chile’s coast. The tsunami warning was lifted at 15:50 local time (18:50 UTC).

People stayed in La Cruz Hill for a longer time than after the previous earthquake, and several activities were made there, such as a concert by Chilean-Brazilian singer Joe Vasconcellos. People were also given food, wood (mostly remains from the destroyed kiosks), and electricity.

“We are here because we fear about our safety. We don’t want it [a possible tsunami] to catch us. We have to settle down here and to accommodate,” Edith Larraín told to Wikinews. Mayor Córdova estimated that at least 2,000 people were staying at La Cruz Hill. Militaries and provincial authorities asked them to leave the hill on March 15, but most refused the deal. People eventually left the hill, due to complaints by the Mayor.

On March 20, in collaboration with the Governor of Cardenal Caro Julio Ibarra, Colonel Raúl Melo, and the Mayor of Litueche Bernardo Cornejo, Mayor of Pichilemu Roberto Córdova announced a “tourism revival campaign” of Pichilemu, promoting the surf practice, whose goal was “to make the city go back to the normality.”

On April 4, the first monument was erected in memory of the earthquake and tsunami victims. The monument was created by local artisans, with rocks from several places of the Cardenal Caro Province. “We wanted to create this monument so we don’t forget it [the earthquake] […] This is the beginning of the reconstruction,” said Julio Ibarra. The monument was placed in front of the beach, near the building of the Cardenal Caro Government. Mayor Roberto Córdova said that “it definitely will help us reconstruct [ourselves] espiritually, [and that] is essential.”

On October 20, with the help of the Government, SERCOTEC (Technical Cooperation Service, Servicio de Cooperación Técnica) and FOSIS (Solidarity and Social Investment, Fondo de Solidaridad e Inversión Social), the Fishermen Store (Caleta de Pescadores) began to be reconstructed. Caleta de Pescadores is administered by the Independent Labour Union of Fishermen of Pichilemu (Sindicato de Trabajo Independientes de Pescadores Artesanales), which has twenty-three members.

“The Government of President Sebastián Piñera has been worried about the fishing area, carrying out several actions in help of them, after all that they’ve suffered after the earthquake and tsunami that hit them […] This area is working normally again,” Governor Ibarra said.

On October 6, the Municipality of Pichilemu published the design of kiosks that were going to be constructed, as replacement of those destroyed by the earthquake. As of October 23, four kiosks have been constructed in Pichilemu, specifically on Las Terrazas beach, and two more are being constructed. According to Mauricio Grez, a construction engineer, the construction of one kiosk would cost up to US$ 2,500 (CLP 1,000,000).

Alejandro Mella, locally known as “el Rey del Cochayuyo” (“the King of the Cochayuyo”), is a merchant of Pichilemu, who promotes the cochayuyo (durvillaea antarctica), and lost his kiosk after the February earthquake and tsunami. “I was given my [former] kiosk by the Mayor Orlando Cornejo, back in 1993. It was right in front of us [in front of Las Terrazas beach, near “the grotto of the Virgin”], and was made smithereens by the tsunami,” he told Wikinews.

“I have always worked on selling cochayuyo here, and the terrain where my kiosk was located before has been disputed by private people, and the municipality approved that. I talked with the Mayor and he said ‘I don’t know what’s going on the beach’; that left me perplexed. […] I like the new design of the kiosks, they are larger, and we can do more things with it, but they are way too expensive,” he added. Mr. Mella also gave Wikinews a sample of his work as “the King of the Cochayuyo”, an essay called “El cochayuyo es una mina repleta de nutrientes y sales minerales” (“Cochayuyo is a mine full of nutrients and mineral salts”, pictured below), which he sells for 200 Chilean pesos (0.41 US$), and that contains “tips and information about the plant, and some recipes.”

In an opinion piece published by CNN on Tuesday, Georgetown University law student and women’s rights advocate Sandra Fluke insisted she will not allow slurs from critics to silence her and other women from continuing to speak out on issues regarding women’s health and contraception.

Fluke has faced slurs and personal attacks after speaking before the House Democratic Steering and Policy Committee in the United States House of Representatives about women’s health and contraception. She was called a “slut” and a “prostitute” by talk radio show host Rush Limbaugh. In response to these attacks, Fluke has received public support from women, members of the media, and politicians including the President of the United States.

Attacking me and women who use contraception by calling us prostitutes and worse cannot silence us.

In her piece for CNN, Fluke took the opportunity to thank her supporters, writing, “By now, many have heard the stories I wanted to share thanks to the congressional leaders and members of the media who have supported me and millions of women in speaking out.” She characterized the “opponents of reproductive health access” who issued personal attacks against her as being motivated by an attempt to change the topic of conversation away from a dialogue about women’s health, and “to silence women’s voices regarding their own health care.”

Fluke wrote that the efforts by some to drown out women from speaking out about women’s health were unsuccessful. She came to this conclusion due to the multitude of positive comments and encouragement sent to her by both female and male individuals urging that contraception medication be considered a medical necessity.

Asserting that she would not remain silent on this issue of women’s health, Fluke wrote, “Attacking me and women who use contraception by calling us prostitutes and worse cannot silence us.”

She noted that a significant majority of women have utilized contraception medication, and commented that there exists a social disconnect between politicians attempting to make it more difficult for women to access this type of health care, and the views of society-at-large about the matter: “Restricting access to such a basic health care service, which 99% of sexually experienced American women have used and 62% of American women are using right now, is out of touch with public sentiment.”

Fluke concluded her piece by emphasizing that those in power should not govern based on ideology: “I am proud to stand with the millions of women and men who recognize that our government should legislate according to the reality of our lives — not for ideology.”

After being banned by Congressman Darrell Issa from speaking before a Committee on Oversight and Government Reform hearing on February 16 which consisted mainly of male panelists, Fluke appeared before a meeting of the House Democratic Steering and Policy Committee convened by Minority leader of the United States House of Representatives Nancy Pelosi on February 23.

Fluke spoke to the committee about the need for contraception to be covered by health care plans offered by employers, as a matter integral to women’s health. She cited multiple cases where women take contraception medication as part of their health care for treatment of medical conditions unrelated to birth control, including two women who suffer from polycystic ovarian syndrome, a woman who is afflicted with endometriosis and another who takes contraception in order to prevent seizures.

Time and time again, women have been silenced in this discussion, a discussion about our own very personal health care decisions.

Speaking before the United States Senate on February 17 along with fellow members Patty Murray, Kirsten Gillibrand, Barbara Boxer, and Charles Schumer, Senator Jeanne Shaheen of New Hampshire expressed her support for Fluke. Like Fluke, Senator Shaheen pointed out the need not to silence the voices of women in the public government debate about women’s health care: “Time and time again, women have been silenced in this discussion, a discussion about our own very personal health care decisions.” Senator Shaheen concluded her remarks with an explanation as to why she believes women should have significant representation in discussions about their health care: “Women deserve a voice in this debate because, after all, in the end this is about our health and it is about a health care decision that is between women, their families, their doctors, and their own faith.”

President Barack Obama called Fluke on March 2 to express his support for her courage to speak out on issues of women’s health. In his first press conference of 2012 on March 6, he discussed his reasons for deciding to call Fluke.

The President cited his personal thoughts about his own two daughters: “And the reason I called Ms. Fluke is because I thought about Malia and Sasha [Obama’s daughters], and one of the things I want them to do as they get older is to engage in issues they care about, even ones I may not agree with them on. I want them to be able to speak their mind in a civil and thoughtful way. And I don’t want them attacked or called horrible names because they’re being good citizens.”

President Obama went on to state that Fluke served as a positive role model for citizen participation in democracy and society: “And I wanted Sandra to know that I thought her parents should be proud of her, and that we want to send a message to all our young people that being part of a democracy involves argument and disagreements and debate, and we want you to be engaged, and there’s a way to do it that doesn’t involve you being demeaned and insulted, particularly when you’re a private citizen.”

Labor has released its tax plan, following the announcement from the Liberal/National coalition that they would provide tax cuts costing AU$34 billion if re-elected. The government has placed pressure on Labor since their announcement on Monday, urging Mr Rudd to release the opposition’s tax plan.

Under Labor’s system, the government’s planned tax cuts for Australians earning more than $180,000 per year would be scrapped, saving $3 billion. The savings would be spent on health and education for working families.

Speaking in Canberra today, Mr Rudd announced that if elected he would spend $2.3 billion on tax rebates for parents with children in primary and secondary schools. The refunds would be available to those who are eligible for Family Tax Benefit A. Mr Rudd claims the plan would be available to around two million children.

A Rudd government would offer a 50 percent education rebate to parents, up to $750 per child for primary school aged children and up to $1500 for children in secondary school. The rebate could be used for a variety of purchases but not for school fees. Mr Rudd said the rebate would help to equip children for the digital age.

“If mum and dad are spending money on buying a laptop, spending money on buying a home computer, spending money on … purchasing internet connection, education software printers and books, those expenditures, (they) will be eligible to claim the 50 per cent education tax refund that we are putting forward,” Mr Rudd said.

“We need to equip our young people with the skills necessary to participate in the digital economy of the 21st century.”

Mr Rudd vigorously denied that he rushed the plan out after the government’s announcement. “We have been working on this education tax refund for the better part of four, five months,” Mr Rudd told reporters.

Labor would spend $400 million of the savings on Labor’s national health reform plan, while the remaining $200 million would go to the budget surplus.

Under the health reform plan, an elective surgery strategy would be implemented with the aim of reducing waiting times. Mr Rudd said the waiting times experienced by some Australians were unacceptable.

“We intend … to establish through the use of other funds as well a plan which would create a national elective-surgery strategy to reduce waiting times across the nation,” Mr Rudd said.

About 25,000 Australians are on waiting lists for elective surgery despite having passed the clinically acceptable waiting period, he said.

“That’s unacceptable,” he said.

Mr Rudd also said that Labor would embrace tax reform by flattening the number of tax rates from four to three, at 15, 30 and 40 percent by 2012-13. This contrasts to the government’s planned tax cuts bringing rates to 15, 30, 25 and 40 percent.

If Labor is elected, those paying the highest tax rate would pay around $10 a week more than they would under a Howard government. Mr Rudd said that he was not waging a class war and believed those paying the top tax rate wouldn’t mind investing in the country.

“If you’re on $180 grand and more, as people like myself are, I don’t think you really need it just now,” said Mr Rudd.

“What I say instead is that most people in that bracket wouldn’t mind an investment going into bridging the digital divide for the whole country.”

“If we were waging some sort of class warfare, we wouldn’t be in the business of outlining the long term goals that we’ve put forward – a flattening, prospectively, of the tax system down to three rates rather than four with a top marginal tax rate of 40.”

The government has criticised the plan, with Treasurer Peter Costello claiming that Mr Rudd copied “91.5 percent” of their tax policy. He accused the opposition of never having a tax plan.

“Mr Rudd talks about education – if he’d have brought his exam paper in after copying 91.5 per cent of the answers from the student sitting next to him, he would have got an F for fail.”

The Treasurer said that it would be unlikely that a Rudd government could deliver tax cuts as it could not manage the economy well enough to deliver them.

“Unless you can manage the Australian economy, these tax cuts will not be deliverable,” he said.

“Mr Rudd and Mr Swan do not understand the Australian economy. This is entirely clear from the fact they have spent four days copying 91.5 per cent of our tax plan.”

Mr Costello said that a Rudd government would have a dilemma if elected, in that he could not follow the coalition’s policies.

“He never had a tax policy,” Mr Costello said.

“He hadn’t done the work, five days after our tax policy, his great contribution to the tax debate in this country is to say ‘me too, but’.”

“The trouble with ‘me too, but’ is, it’s OK for Mr Rudd to say ‘me too, I’ll be like Howard and Costello and adopt their policies’, but if he gets in Howard and Costello won’t be there writing the policies.”

Mr Costello said that when Kevin Rudd runs out of ideas, the union movement would step in to provide guidance. “So who is going to say ‘me to, but’ to them? I think the union movement will be giving him a few ideas,” said Mr Costello.

Sahnoun Daifallah, of White City, Gloucester, was today remanded in custody by Cheltenham magistrates after being arrested for spraying a “foul-smelling, brown substance” from a sports bottle. The liquid is thought to have contaminated food, books, wine bottles, and other items across several stores in Gloucestershire.

Mr Daifallah, the court was today told, committed the offences over multiple days. The attack on a Tesco supermarket, where frozen chips and wine bottles were contaminated with what Tesco claims to be a “mix of human urine, faeces, and domestic products” happened on Friday. He is also accused of a similar offence in a Morrisons supermarket 4 miles away on the same day. Two days previously, Mr Daifallah is accused of spraying the substance inside a pub near Cheltenham, contaminating food, and contaminating over 700 books in a Waterstone’s bookstore in nearby Cirencester.

Mr Daifallah today confirmed that he was at the locations stated, however he indicated he will be pleading not guilty to the charges. He has been remanded in custody until May 28th, when he will appear before Stroud magistrates via videolink to be committed to Gloucester Crown Court – a decision made by magistrates after the estimated damage by the defendant was given at over £10,000, plus cleaning and replacement expenses.
